Biography

Born in 1936, Judith Reid Finley is a second generation native of Colorado Springs who attended high school and college here and has spent most of her later life also in this city. She developed her knowledge of regional history over a period of many years – through sustained contacts with people and books. From 1975 to 1996 she was coordinator of historical photographs and oral history collections in the Special Collections Department of Tutt Library at Colorado College. During this period, she also broadened her perspective on community affairs as a member and chair of both the Park and Recreation Advisory Board and the City Planning Commission.

Her interest in Parks and Open Space grew into political action in 1970, when a freeway connection was proposed from Fontanero Street west to I-25. Because the deed restrictions that General Palmer had put on Monument Valley Park prohibited any roads across the park, Finley and others fought the plan, and ultimately the League of Women Voters won a lawsuit against the city of Colorado Springs that stipulated that the Palmer deeds must be upheld.

Finley’s involvement with this and other controversial issues resulted in her appointment by the City Council to the Park and Recreation Advisory Board in 1973. During her six years on this board, she focused particularly on planning of additional open space for a rapidly growing community. Subsequently, as a member of the City Planning Commission from 1981-1987 she broadened her perspective on growth and development through her review of numerous master plans and zoning proposals. The meticulous notes and files that she kept during this time of community service form the bulk of this collection. Her experience as a library archivist convinced her that these materials would have value as a historical record of a period that might otherwise go undocumented. The clippings and annotations that accompany the official agendas and minutes reflect her personal understanding of the political implications of the issues involved.

The collection also reflects her interest in urban design – particularly while she served on the Partnership for Community Design Steering Committee (1987-1989) and as chair of the Colorado Springs Beautification Plan. In addition, files on power lines, bus bench advertising and billboards grew out of her continued involvement in political controversies during the late 1980's and 1990's.

In 1994 Finley published her memoir Coming of Age in Colorado Springs, 1945-1955, a social history of a decade. As the millennium approached, she began to formulate ideas for a book which would stimulate readers of the late Twentieth Century to draw their own comparisons of the city’s past with the present. The result was Time Capsule 1900: Colorado Springs a Century Ago, published in 1998. She then compiled and edited The Century Chest Letters of 1901: a Colorado Springs Legacy, published by Colorado College following the Century Chest opening in 2001. Finley also solicited letters from people involved in various sectors of community life for a refilled Century Chest to be opened in 2101. (The Chest is housed at CC’s Tutt Library.) This project, more than any of her other accomplishments, reflected her intense commitment to preserving the historical record of Colorado Springs for posterity.

Scope and Content

This collection was mostly arranged by Judy Finley, a former archivist, before arriving at the Pikes Peak Library District. The materials are divided into six series: Series I: City of Colorado Springs Budgets, Series II: Colorado Springs City Planning Commission, 1981-1987, Series III: Colorado Springs Parks and Recreation Advisory Board, Series IV: Colorado Springs Planning Issues, 1970's-1980's, Series V: City and County Reports and Plans, 1970's-1980's, and Series VI: Partnership for Community Design and Urban Design Files, 1987-1991

Many of the minutes from the City Planning Commission were originally stored in manilla envelopes that had handwritten information on the outside. These notes have been photocopied and included in the folders with the minutes. All other materials have been left as they were when Judy Finley donated them.

Cedar Heights material was donated in January 2009. A chronology of Cedar Heights development from 1979 to 1980 is found in the first folder in the series. Cedar Heights was a controversial housing dvelopment located above the Garden of the Gods park.
