Administrative HistoryThe Junior League of Colorado Springs formed because of their first project: the Nutrition Camp, an institution for malnourished children, considered susceptible to tuberculosis. Marjory Palmer-Watt and Dorothy Palmer endowed the project, which started October 1, 1923. Noticing the need for continued support, members of the future Junior League of Colorado Springs held their first meeting on March 30, 1924, to discuss financial contributions and volunteer time for the Nutrition Camp. Once accepting the project, the League worked with Glockner Sanatorium and Miss "Peter" O' Leary, director of the camp for twenty-five years. Children lived at the camp; received visits from parents; sun bathed; drank milk; attended classes; and were treated by community doctors, who donated their time. The year 1949 marked a change for the camp, when children with cardiac and rheumatic fever were admitted. The League finally withdrew their support in 1954, by setting up a building fund. However, four years later the City-County Health Department and the El Paso County Medical Society continued funding until 1964, when the Nutrition Camp officially closed their doors. The Junior League has supported and created various programs in addition to the Nutrition Camp project. Their first project embodied characteristics that carried over throughout the years including collaboration and delegation. The Junior League usually developed a program with other organizations or agencies, such as hospitals, school systems, and cultural instititions, for a few years before delegating leadership to another organization. However, they did expand their target audience. Many children, women, teens, adults, elderly, and those with disabilities in El Paso County were affected by their projects. More detailed information regarding the programs of the Junior League is listed below. Programs Baby Clinic-The Baby Clinic started in 1928 in cooperation with the Visiting Nurse Association. League members saved the Association a considerable sum in staffing fees by volunteering to work the registration desk, weigh babies, and aid nurses and doctors. This free clinic was located in the Colorado Springs courthouse. Years later, prenatal assistance and a tuberculosis clinic were added. Carmel Middle School-The Junior League worked with Carmel Middle School's students in 1994 to provide students with an awareness of opportunities through career seminars. The student's self esteem was addressed through leadership training programs and discussion opportunities. La Casa Contenta-La Casa Contenta started after the Junior League diverted project funds and furnishings from the Receiving Home project to this new project in 1972. The La Casa Contenta, a dimension of the Hallando program, provided a state licensed treatment facility for teenagers, primarily runaways, between the ages of fourteen to eighteen. Child Day Care Center-The Child Day Care Center was established in response to a continued need for childcare after WWII. During the war, the Lanham Act of 1940 provided government funding for childcare, while women contributed to the war effort during the day. However, the funding ended in 1946 causing all of the nurseries to be consolidated into one at Lowell School. The Junior League took over the nursery for two years in 1946 creating a new home at the Howbert House, for children ages three to six. Children's Literacy Center-In 1991, volunteers from the Junior League aided in children with reading difficulties from grades K-6 with free tutoring and diagnotic testing. Current, Inc. of Colorado Springs financially contributed to the project. Court Appointed Special Advocate project (CASA)-CASA worked with the Juvenile Courts, "improving the quality of legal representation for abused children," starting in 1989. The advocate investigated children's welfare and created a report fo the presiding judge. The project's aim was to provide a link between the court and the abused child. Children's Theater-Children's Theater provided affordable life theater for children at the Fine Arts Center, starting in 1939. The program stopped during World War II and resumed in 1948. League members acted, created costumes and built scenery for these plays, which Orvis Grout, Director of Civic Players, directed. Plays included puppets, marionettes, and audience participation depending on the year. Proceeds from the plays were donated to the Fine Arts Center. Citizens' Goals-Citizens' Goals started in 1976 as "an organization that provides a forum for citizens to set goals for the city." Eighty individuals from the community went to Keystone to discuss ideas, develop goals for the city and form a consensus. The consensus became goals for the community. The Junior League provided $10,000, the first funds for the project, and then local businesses contributed more funds. Communities in Schools (CIS)-The Communities in Schools program focused on the teens of El Paso County to reduce the number of school dropouts. Two of the participating schools were Gorman Middle School and Fountain/Fort Carson High School when CIS started in 1995. The program advocated delivering facts, not opinions. Family Ties-In 1991, the family ties program "[enhanced] the quality of parent/infant attachment through an in-home visitation program." Through Memorial Hospital, the project provided home visitations, coping skills, education, and encouragement for new parents. The program was designed to address child abuse and neglect by providing a support system for individuals. Fine Arts Center Program-The Junior League started a relationship with the Fine Arts Center in 1966, with children's art classes and $10,000 donation for a new children's wing. A program aimed at Junior High Students, "Morning at the Museum" compiled exhibits for the Bemis Art School. Golden Happenings-Golden Happenings was a radio show for senior citizens that ended in 1980. Schafer, Director of the City-County Health Department, led the project in 1954. League members traveled to local schools with an audiometer to conduct hearing tests on children, who were referred. They also held local hearing clinics. In 1956, the audiometers were donated to the City-County Health Department. They also donated money to the School for the Deaf and Blind to expand their library in 1964, and volunteered at the Pikes Peak Regional Library District. Listen Up-The Listen Up program connected the Junior League with the Colorado Springs Symphony in 1991. Fifth grade students participated in a weeklong educational music program, which cumulated in a field trip to the Pikes Peak Center for a concert. Memorial Hospital Auxillary-The Memorial Hospital Auxiliary was established in 1965, with Junior League members volunteering at the information desk and the sundries cart. Open to all women in the community, more volunteers started and work areas expanded to physical therapy, information desk, pediatrics, admissions, and sundries cart. Mental Health Education Project-The Mental Health Education Project was co-sponsored by the El Paso County Mental Health Association from 1965 to 1972. The goal of the program was to educate the community on different mental illnesses and the treatment options available within the county. Preschool for the Hard of Hearing-The Preschool for the Hard of Hearing "allows handicapped children to grow in social skills and to become familiar with the educative procedure prior to enrollment in the Colorado School for the Deaf and Blind." The project spanned from 1968 to 1971, with Junior League volunteer aid, allowing the children to work independently with the teacher. These classes and their definitions have changed throughout the years. To enter the League, individuals must first start out in the provisional class, where individuals complete a trainng course.
