The records in this collection relate to the El Paso County Superintendent's Office and date from 1880 until the office was abolished in 1975. Included are the superintendent's Annual Report to the State Superintendent of Public Instruction (1907-1959), the superintendent's Record Books (1880-1963), teachers records (1890-1958), redistricting records (1895-1957), financial records (1950-1975), school board members records (1933-1975), audiotapes of school meetings (1965-1969), records of the El Paso County Teachers Association (1927-1974), and maps. These records reflect the superintendent's activities connected with the supervision of the school districts and teachers, redistricting and boundary changes, the keeping of records, and reports to the state superintendent. |

The Office of the Superintendent of Schools existed in El Paso County for nearly 100 years, from territorial days until, after much controversy, the voters abolished the office in the election of November 1974. El Paso County was the 61st of 63 counties in Colorado to abolish the office. Jane Hawes, elected in 1974 with the expectation that the office would be eliminated, stated that the duties of the superintendent had largely been assumed by the State Department of Education or by the local school districts. The office went out of existence in 1975.
The office of County Superintendent of Schools was created by the Colorado constitution when Colorado became a state in 1876. However, El Paso County had a Superintendent of Schools as early as 1868. In that year the superintendent, Robert Douglass, reported that the county had six school districts with 235 persons of school age. The first school opened in Colorado City. During territorial days, in 1874 Superintendent F. C. Millington made the first official entries in the record book of the county superintendent. The superintendent was elected by the voters of the county for a two-year term. Since 1876, twenty persons have served as superintendent. One superintendent, Inez Johnson Lewis, became State Superintendent of Public Instruction and served in that capacity from 1931 to 1947.
Under the state constitution, it was the duty of the county Superintendent of Schools to supervise the schools in his county, to make annual reports to the State Superintendent of Public Instruction, to examine the financial records of the districts in his county, and to keep records of all his official acts. The superintendent made periodic visits to each school in his district, examined teachers, and issued teaching certificates as part of his official duties.
One of the most important duties of the superintendent was to record all district changes, which could be the formation of new districts, the dissolution, annexation, detachment, or consolidation of existing districts, or the formation of joint districts with neighboring counties. The districts were numbered consecutively as they were formed with the numbers being reused as districts formed and dissolved. At one time 65 districts existed in the county; currently (1984), there are 15 districts in the county. Because of frequent district changes and the reuse of district numbers, it is difficult to compile a complete and accurate list of school districts. A partial list of school districts is provided in the appendix. A historical index of districts may be found in Series 4 of this inventory.
The number of districts in El Paso County was decreased in 1899 when Teller county was formed from parts of El Paso and Fremont counties. At that time districts such as Woodland Park, Cripple Creek, Divide, Florissant, and Beaver Park were transferred to Teller County.
The early decades of the twentieth century were times of population and economic expansion in El Paso County. The 1910s and early 1920s were also times of consolidation throughout the state as certain educators, such as Christopher Gilbert Sargent, pushed for the consolidation of school districts in order to improve the conditions and quality of rural schools. In El Paso County the Superintendent of Schools, Inez Johnson Lewis, was a great supporter of consolidation and as a result there were a great many consolidations in the county. During the depression and war, the number of consolidations declined. At all times, but especially during times of economic and national dislocation, the schools performed important community social and cultural functions, in addition to serving the educational needs of the citizens. During the 1950s the number of consolidations increased as transportation facilities improved and under pressure from the state to allocate tax money to larger schools and districts in order to create better schools.
This collection is divided into the following ten series: Series I: Superintendent Annual Reports; Series II: Superintendent Record Books; Series III: Teachers Records; Series IV: Redistricting Records; Series V: Financial Records; Series VI: School Board Members; Series VII: Appeal of School Closures; Series VIII: El Paso County Teachers Association; Series IX: Maps; and Series X: Audiotapes.
Series I: Superintendent Annual Reports
The Annual Reports were prepared by the County Superintendent of Schools and sent to the State Superintendent of Public Instruction. The Annual Reports contained information such as: district, census, enrollment, and attendance statistics, instructional staff, qualification of all teachers and administrators, financial and transportation statistics, statistics relative to teachers of the county, personal statistics, text books used, financial summary, and list of teachers. This information was reported for all districts.
Series II: Superintendent Record Books
The superintendents kept the district records in the Superintendent Record Books. The information contained in these books included: record of school directors, record of quarterly examination, names of teachers employed, record of school census, apportionment of general school funds, property valuation of school districts, record for libraries, certificates endorsed and renewed, grades issued, records of students, changes in boundary, record of new districts formed, records of visits of county superintendent, records of students completing eighth grade and twelfth grade, supplies given out, and application for aid in payment of minimum educational program. The information was recorded for most districts. The record books for each year may not contain information in all the categories listed above.
Series III: Teachers Records
The first group of records in this series is the "List of Teachers" books which contain the names, grades and subjects, salary, certificate, degree and teaching experience of the teachers listed by district. School districts were divided into three classes depending on size. District 11 was a first class district; district 12, and later districts 14 and 38 were second class districts; all the other small districts were classified as third class. The series also contains stub books showing the teachers' certificates that the district issued, certificates of attendance at the state Normal Institute, and stubs and blanks of Certificates of Like Grades issued in lieu of teaching certificates. Also included are file cards containing teachers records and the records of examinations given the teachers by the county.
Series IV: Redistricting Records
School districts and their boundaries were often changed by consolidation, detachment and annexation, the formation of new districts, or the formation of joint districts across county lines. Copies of correspondence and documents relating to redistricting have been bound into three volumes. Since the arrangement of the documents in each volume follows neither a district nor chronological sequence, a "Historical Index of School Districts" was prepared by Jane Hawes in 1975. The index is arranged by districts and gives the page number of the document in the bound volumes, a brief description of the district change, and the date of the change. If a transaction involved two districts, the change was usually, but not always, indexed under both districts.
Series V: Financial Records
This series of financial records includes the Annual School Budget; the Secretary's Annual Report, which was replaced by the district's Annual Financial Report in 1968-1969; the School District Semiannual Financial Report; the Department of Education Annual Financial Report; and Audit Reports.
Boxes 24 and 25 were added to the existing inventory on June 20, 1988. These boxes are considered part of Series 5, Financial Records, and contain Secretary's Annual Reports (most including the Annual Financial Statement) for 35 school districts for the years 1938-1943.
Series VI: School Board Members
This series contains records of the appointment and election of school board directors, oaths of office, and bonds for school board members. Also included are correspondence relating to the resignation and appointment of school board members and 4 x 6 inch cards listing the school board members arranged by year and district.
Series VII: Appeal of School Closures
This series contains documents pertaining to the appeal by Charles C. Stewart and C. E. Taggert of the superintendent's decision to close Midland and Bristol schools in district 11 in 1935 and 1936.
Series VIII: El Paso County Teachers Association
The El Paso County Teachers Association had annual spring and fall meetings at which the main event was a luncheon and speech by an educator in the state. This series includes correspondence, secretary's reports, membership lists, programs and menus for the annual meetings, bank records, invoices, and receipts.
Series IX: Maps
This series contains maps of some individual districts, maps of El Paso County showing the school districts, and maps of the state of Colorado showing the school districts. A few additional maps may be found attached to documents in Series 4, Redistricting Records. The maps in Series 9 are also available on microfilm.
Series X: Audiotapes
This series contains audiotapes on meetings on district reorganization and school planning, 1965 to 1969.

There are no separated materials.
When the Office of the El Paso County Superintendent of Schools was dissolved in 1975 the County Commissioners expressed the desire that the records be kept within the county. The state Division of Archives, which has legal authority to store and dispose of the documents, retained those records it deemed necessary for its purposes. The Colorado State Archives authorized the Pikes Peak Library District to permanently retain the balance of the records. The appendix contains a partial listing of the records held by the State Archives in Denver.
