Biography of C. Stribling Snodgrass

Cornelius Stribling Snodgrass, “Strib,” was born August 9, 1900 in Martinsburg, West Virginia, to parents Magnus Augustus and Susan Stribling Snodgrass. He married five times and had two sons, C. Stribling, Jr. and Francis M. He attended Martinsburg High School and Werntz Preparatory School (Annapolis, Maryland.) After graduating from the United States Naval Academy in 1922, he served on active sea duty until 1926 then went to the U.S. Submarine School.

Snodgrass resigned from the Navy in 1927 to start a new career in petroleum process engineering. He joined C.F. Braun & Co. in Alhambra, California, and held positions as European manager in London, England, and district manager in Chicago and New York until 1934 when he became an independent engineering consultant to TVP Limited in London. He became TVP’s Managing Director in 1935. In 1937, he started Snodgrass Perrin & Co., Ltd., a technical advisory organization specializing in processing natural and synthetic oils, based in London. In 1939, that company’s name was changed to Petrotech, Ltd.

Returning to U.S Government Service in 1940, Snodgrass resumed active duty with the Navy in the office of the Chief of Naval Operations in Washington, DC. From there he transferred to the Petroleum Administration for War at the request of the Secretary of the Interior to establish a foreign division for the worldwide petroleum supply program. He served successively as Associate Director of the Foreign Division, Director of the Foreign Refining Division, Chairman of the Foreign Operating Committee, and then on a number of overseas technical missions including the well-known DeGolyer Mission to the Middle East for appraisal of Middle East oil reserves and facilities in relation to war requirements.

In 1946, Snodgrass joined the giant Bechtel Corporation as Director and Vice President of Engineering and Development, overseeing activities during construction of the Trans-Arabian Pipeline and other major postwar oil and gas facilities. He became Executive Vice President and Director of Bechtel International Corporation, and Director of International Bechtel Incorporated in charge of the Saudi Arabian Public Works Program. In 1948 he completed a classified government assignment for the E.C.A. (Economic Cooperation Administration) in respect to the disposition of Germany’s remaining operable synthetic oil plants.

Snodgrass left Bechtel in 1951 to join the Petroleum Administration for Defense, a government agency patterned after the earlier Petroleum Administration for War (World War II), and created to embark on an accelerated defense mobilization program for the petroleum and gas industries. He was Assistant Deputy Administrator in charge of Foreign Petroleum Operations and was responsible for organizing and directing the Foreign Petroleum Supply Committee, which made up the loss of Iranian oil during the Korean War.

After Defense service, Snodgrass returned to his pre-war activity as a petroleum consultant in 1952 with his Washington, D.C. company Snodgrass & Associates. His many projects included advising the Brazilian, Saudi Arabian, Pakistani, and Indonesian governments on the use of their natural resources. He worked with the Burmah Oil and Pakistan Petroleum Ltd. companies in initiating the Sui-Karachi Gas Pipeline in Pakistan, was a U.S. member of the Madrid Commission directing exploration and drilling programs in Spain, and completed field inspections for the U.S. Foreign Operations Administration of 24 European refineries and petrochemical plants which had received Marshall Plan aid. From 1953 until 1958, Snodgrass was a member of the U.S. Military Petroleum Advisory Board.

Snodgrass joined Murphy Oil Corporation as Managing Director of Murco, its European subsidiary, in 1959. He investigated European oil markets and organized marketing operations in Europe, including negotiations for sites of Murco’s first petrol stations and terminals. In 1965, Snodgrass started International Oil Consultants with V.C. Georgescu and in the early 1970s, became president of L.S.G. Energy Consultants. In 1972, he was appointed petroleum adviser to the Sultan of Oman and helped create a department of petroleum and minerals. In 1973 he was named natural resources adviser to Jordan.

Cornelius Stribling Snodgrass died of a heart attack July 19, 1974 at his estate near Leesburg, Virginia.

SCOPE AND CONTENT OF THE COLLECTION

The C. Stribling Snodgrass papers contain client and project files with related subject files, diaries, correspondence, photographs, copies of various publications and speeches, and personal and biographical files spanning the entire career of this internationally known consulting engineer. Also included are files pertaining to Snodgrass’s assignments to the U.S. Government as an expert on foreign petroleum operations.

Scope and Content of Series I

The first and largest series, Client/Project Files, contains records relating to the corporations and governments he was either directly employed by or consulted to under the various companies he himself formed. There are studies on projects in countries worldwide, including gas analysis and utilization, exploration, pipelines, refineries, fertilizer plants, and various other public works programs. The projects he consulted on in Pakistan are covered extensively, especially the Sui Northern Gas Pipeline, as are those in the Kingdom of Saudi Arabia. This series also includes his classified assignment to the Economic Cooperation Administration’s German Mission, concerning the disposition of Germany’s war industries, as well as the Foreign Operations Administration’s inspection of 24 European industrial projects that had received Marshall Plan aid.

Scope and Content of Series II

Series II contains the records of Snodgrass’s activities in the U.S. Government’s Petroleum Administration for War (PAW), Petroleum Administration for Defense (PAD), and the Military Petroleum Advisory Board. The Petroleum Administration for War, created during World War II, dealt with wartime petroleum activities in the foreign field to insure adequate supplies of petroleum and petroleum products to meet military and essential civilian needs. Snodgrass was a member of technical missions to several foreign countries, most notably the DeGolyer Mission to the Middle East. Reports of this mission are included. A personal notebook contains speeches, notes, charts, etc. regarding development of foreign production and additional reports on the Mexican and Middle East missions.

The Petroleum Administration for Defense was created during the Korean War to guide a defense mobilization program of the petroleum and gas industries. There are several reports and a manuscript entitled “P.A.D. Diary” written by Bruce K. Brown, Deputy Administrator of PAD. When PAD terminated, the Military Petroleum Advisory Board was reactivated to provide expert counsel, advice, and information on all oil and gas matters relating to national security and defense. Reports, meeting minutes, organization and procedure manuals, and Snodgrass’s security agreement are found in these files.

Scope and Content of Series III

Series III contains diaries that date from 1936 through 1971. These diaries consist of notes from meetings or discussions with people, “to-do” lists, reports on tests, expenses, logs of various trips, and even notes about apples in those kept for Snodgrass Farms and Orchard.

Scope and Content of Series IV

Series IV contains a huge amount of correspondence, both personal and professional. It covers business dealings with other countries and the tensions during wartime concerning petroleum supply. The correspondence runs chronologically from 1927 to 1974.

Scope and Content of Series V and VI

The Biographical and Personal Files series’ include materials related to the U.S. Navy, professional petroleum organization memberships, expense reports for Bechtel and Murphy Corporations, personnel records for PAW and PAD, and a few mementos.

Scope and Content of Series VII

Series VII, Photographs, includes a photo album of dignitaries presented to Snodgrass upon leaving the Petroleum Administration in 1952, and photos of Murco Petroleum’s inauguration in 1962 of its first petrol filling station in the U.K., located near Bournemouth. There are also two, originally classified, U.S. Navy photos of the seven U.S. Naval destroyers wrecked on the rocks at Honda Point, California in September of 1923.

Scope and Content of Series VIII

Series VIII contains publications and speeches written and presented by Snodgrass on topics such as Middle East oil, foreign refining operations, production of substitute fuels, and “How We Bombed the Nazis Out of Oil.” There are several notes and presentations on the Iranian crisis, including an appearance on the NBC television show “Battle Report, Washington” in 1951. Also included is a booklet written by Mrs. M.A. Snodgrass (mother) entitled “The Women of Winchester Presbytery.”

Scope and Content of Series IX

The Subject Files in Series IX include many topics related to the project files in Series I, such as concession legislation, policy, prospecting possibilities, and banking and finance in various countries. There is information on processes, including catalytic cracking, hydraulic decoking, and Earth Resources Technology Satellite (ERTS) imagery. Snodgrass kept a large file about the Federal Trade Commission’s “Oil Cartel” hearings in 1952, the United States’ oil import program, and “Project Independence,” President Nixon’s plan for U.S. energy self-sufficiency.

Scope and Content of Series X

The last series contains oversized biographical items, client/project files, photographs, and subject files. “Sui Gas Pipeline” is a 16mm film with sound produced for the Burmah Oil Company. Its related master scene script is included in Series I.
