Frank Seishi Emi was born September 23, 1916 in Los Angeles, California to Yanosuke (father) and Tsune (mother) and died December 1, 2010 at the age of 94 in West Covina, California. Emi was the last surviving member of the Fair Play Committee (FPC).
Emi's Issei parents farmed and operated a produce market, before expanding it into a full grocery in Long Beach, California. Emi attended school at Long Beach City College and Los Angeles City College but left to help manage the family business with his siblings after his father was injured in an auto accident.
Despite this success, Emi recalls in his writings that racial bigotry was endemic in his childhood which led him to develop and maintain an awareness and sensitivity to injustice and unfairness within his community. He attended San Fernando Grammar School, O'Melveny Grammar School, San Fernando High School (until 10th grade). The family moved to Long Beach in 1933 and he graduated in 1934 from Long Beach Polytechnic High School.
Emi was married in October 1940 to Amy Emiko and had two children, Kathleen Megumi Ito and Grant Tsutomu (who preceded Emi in death in January 2003). With his second wife, Itsuko, he had another daughter, Eileen Tabuchi, and a stepdaughter, Rie Nishikawa.
For Emi, Judo was a life-long passion. He and his brother Arthur were introduced to the sport in their youth by his father and Emi continued with Judo well into his later years. He taught Judo at the Pomona Assembly Center and at Heart Mountain. While at Leavenworth, he and his fellow inmates performed in a sports demonstration, which he credits "helped us maintain good relations with the other inmates." Emi reached the 8th dan and was a senior instructor for the Hollywood Judo Dojo. In addition to competing and teaching, he coordinated numerous public demonstrations and volunteered at the 1984 Olympics in Los Angeles, California. He also became involved with Itsuko's minyo odori (dance) activities and helped organize several public performances.
Following the attack on Pearl Harbor during WWII, Emi's immediate family, including his parents and siblings, were sent to the Pomona Assembly Center as a result of Executive Order 9066 which excluded persons of Japanese ancestry from the western most portion of California, Oregon, and Washington. Having just reached a point of profitability, the family had recently reinvested $25,000 into the grocery business. The forced removal required the Emi family to abandon their thriving, growing business, selling its assets at a catastrophic financial loss. It sold for $1,500. Similar losses were incurred with their automobiles and personal belongings.
In August 1942, the extended family transferred to the War Relocation Authority (WRA) Heart Mountain Relocation Center in Powell, Wyoming. Initially Emi, with this wife and infant daughter, shared a barrack with his parents. His son Grant was born in December 1943. Emi, with his wife and two children, later lived on their own in Block 9-21-B. Emi's brother Arthur (d. 1996) lived nearby in 9-4-A with his wife Susie and son Erik. Emi and Art's parents, resided in 9-12-C with daughter/sister, Kaoru (Sugita).Emi also had an older sister at Heart Mountain; Hisako (Alice) Otera born 1902 (or 1904, records conflict) in Japan, died in 1987. Alice immigrated to the United States with Emi's parents. Alice came to Heart Mountain with her husband and daughter (residing at 28-21-A) and brother-in-law, Jacob who lived nearby in 28-1-D.
While at Heart Mountain, Emi and five other men took leadership roles in the Fair Play Committee (FPC) in the fall of 1943, prompted in large part in response to the "loyalty questionnaire" that was released in the prior spring. The FPC was initiated by Kiyoshi Okamoto and organized to "protect and uphold the Constitution and the Bill or Rights of the United States." Per a biographical essay written by Emi, the group challenged the constitutionality, and morality, of confining US citizens without due process, denying them their civil rights, and then drafting detained US citizens of Japanese ancestry while the government simultaneously refused to restore the those rights. Four of the original seven Leaders were not subject to the draft due to age or having dependants.
In the spring of 1944, and in part a response to the January reinstatement of draft eligibility for Japanese Americans, the FPC began to hold meeting. This effort garnered significant support from fellow incarcerees at Heart Mountain which led to the successfully organization of a draft resistance movement. Eligible men were encouraged to refuse to report upon receiving their draft orders and were subsequently arrested.
Initially, sixty three men were tried and convicted for conspiracy and/or draft evasion in Wyoming's largest mass trial, presided by Judge T. Blake Kennedy, and were given sentences of two to four years in a federal penitentiary. A second group of twenty two others later faced similar sanctions for refusal to report for their physical examination. Resisters typically received sentences of two to four years and most of them served this sentence at McNeil Island in Washington state, which ironically was within the exclusion zone.
The FPC leaders received felony convictions of "conspiracy to violate the Selective Service Act, and aiding and abetting, and counseling others to resist the draft" with a sentence of four years. The FPC and the older Resisters served their time at Leavenworth in Kansas. The Leader's convictions were later overturned in December 1945 by the Tenth Circuit Court of Appeals, although most were not released from federal custody until sometime in 1946. Emi served 18 months of his sentence.
Harry S. Truman issued a full pardon to all eligible FPC leaders and Resisters in December 1947.
During both the war-era and for decades after WWII ended, Emi, his fellow FPC leaders, and the Resisters were heavily scrutinized for their for their beliefs and actions by members of the Japanese American community, including the Japanese American Citizens League, often being labeled as draft dodgers and traitors. This had a lasting impact on these men and their families. While the FPC received some independent support, especially from English language editor James Omura in the form of articles and editorials in the Denver-based Rocky Shimpo, scathing criticisms and editorials appeared in the Heart Mountain Sentinel and elsewhere. It wasn't until the 1980s, long after the Civil Rights Movement occurred in the US, that this group began to receive acknowledgement that their WWII activism had important social and political merit.
Post-war, Emi worked several jobs (gardening, produce clerk) until he began civil service employment first with the U.S. Postal Service, then later for the California state unemployment office. He retired in 1982.
After being invited to address the National Coalition for Redress and Reparations (NCRR) in 1982, Emi eventually became involved with the Redress movement and spoke extensively to community groups and students about his experience with the FPC, his views on the constitution and civil rights, in addition to educating the public about the experience of West Coast Japanese Americans during WWII. In 1987, Emi traveled with the NCRR group to Washington D.C. to lobby for HR442, the Redress and Reparations bill that was signed into law in 1988. He cites this trip as "the high point of my redress activity."
Until his death in 2010, Emi was a prominent spokesperson, sharing his experiences and discussing these issues with numerous groups through many public engagements. In addition, he was interviewed extensively by Frank Chin, Fran Abe, Lisa Itagaki, and others. Emi participated in televised and broadcast events for US and Japanese audiences, plus documentaries and films such as Conscience and the Constitution, Rabbit Moon, Watada, Resister, and A Community Divided.
Most series are reflective of Emi's arrangement in that he maintained correspondence, subject files (including Fair Play Committee and Resister topics), health and fitness, and newspapers/clippings as relatively separate categories. Some additional arrangement has been imposed by the processor to facilitate research access and to collocate portions of the collection that were less ordered, some of which may have occurred inadvertently when the collection was packed for transfer and upon early review of the materials by prior HMWF staff.
The collection is available for on-site research only. Note: The collection is NOT being digitized at this time, therefore, it is not available online. Dependent on funding, staffing, and permissions of copyright holders, select portions of the collection may become available online at some point in the future.
